The Burma Lawyers’ Council (BLC) is an independent legal organization founded in 1994 to promote human rights, democracy, and the rule of law in Burma. As the only legal advocacy group within the pro-democracy movement, BLC actively challenges unjust laws, supports judicial independence, and contributes to constitutional reform.
Our Mission & Activities
BLC is committed to:
Legal Assistance: Supporting Burmese migrant workers, IDPs, and stateless individuals in legal matters.
Education & Training: Conducting legal and civil society programs for activists, ethnic groups, and women’s organizations.
Constitutional Reform: Drafting a democratic constitution and analyzing the military regime’s legal framework.
Human Rights & Accountability: Advocating for criminal prosecution at the ICC for war crimes and crimes against humanity.
Media & Publications: Raising awareness through legal journals, media engagement, and public forums.
Mental Health Support
Since the 2021 coup d’état, BLC has expanded its work to address trauma and psychological distress among displaced individuals and survivors of state violence. This includes:
Legal & Psychological Counseling for victims of persecution and conflict-related abuse.
Emotional Regulation & Trauma Support for survivors of sexual violence, domestic abuse, and labor exploitation.
Mental Health Awareness & Training for legal professionals and community leaders.
BLC remains steadfast in its fight for justice, human dignity, and democracy, ensuring that legal advocacy extends beyond the courts to holistic mental and emotional well-being.

U Myint Thein, a former NLD member and a founding member of the Burma Lawyers’ Council (BLC), has been a steadfast advocate for legal awareness and fundamental support to those in need since BLC’s establishment in 1994. A key figure in the 1988 pro-democracy movement, he has been subjected to political persecution by the military juntasince 1990.
His unwavering commitment lies in upholding the rule of law, ensuring judicial integrity, and restoring democracy in Myanmar. Through his relentless efforts, he continues to champion the promotion of a Federal Union and the establishment of a federal constitution that embodies justice, equality, and democratic governance.

Dr. Ye Tayzar Htet, a dedicated physician and mental health provider, exemplifies altruism through his unwavering commitment to those in need. His invaluable contributions extend to providing essential medications, psychological counseling, and comprehensive mental health support to individuals in internally displaced persons (IDP) camps, refugee settlements, and stateless communities, including participants of the Civil Disobedience Movement (CDM), political activists, and their relatives.
